The action closes a loophole where individuals who were not actively part of farm management still received payments.The changes apply to payments for 2016 and subsequent crop years for Agriculture Risk Coverage and Price Loss Coverage Programs, Loan Deficiency Payments and Marketing Loan Gains realized via the Marketing Assistance Loan program. As required by Congress, the new rule does not apply to family farms, or change regulations related to contributions of land, capital, equipment or labor.For more details, producers are encouraged to consult their local Farm Service Agency office.
PACE financing has friends and foesProponents of PACE financing point to billions of dollars worth of energy efficiency improvements it has made possible. In a guest blog published last year, Jim Barrett of the American Council for an Energy-Efficiency Economy said PACE loans have paid for $3.3 billion in energy upgrades since the program began in 2009.Barrett was responding to an article critical of the program published in The Wall Street Journal, which, he said, compared PACE to the subprime mortgage crisis that led to a crippling recession in 2008.“To date, not a single home has been put into foreclosure because of unpaid PACE assessments,” Barrett wrote. “And less than 1% of homes with PACE assessments have gone into foreclosure for any other reason, a lower rate than the market average. There is not even a shadow of the subprime crisis to be seen.”PACE loans, however, have raised concerns with both Fannie Mae and Freddie Mac, which insure residential mortgages. The Mortgage Bankers Association also has sought changes in the program, and last December, the Federal Housing Administration said it would stop insuring new mortgages on homes with PACE loans because of concerns of inadequate consumer protections for borrowers. Los Angeles County and two private lending partners have been sued by attorneys representing homeowners who say they were talked into taking out loans for energy upgrades but can’t afford them and now risk losing their homes to foreclosure. The Los Angeles Times says the loans were used to pay for solar panels and other efficiency improvements under the Property Assessed Clean Energy, or PACE, program. Loans are repaid with an assessment added to property tax bills, but here the lawsuits claim both the county and the lenders charged inflated interest rates and ignored rules designed to protect borrowers from predatory lending.The two lenders are Renew Financial, which didn’t offer a comment, and Renovate America, which said it found no merit to the complaints. Los Angeles County didn’t respond to a request for comment.The report didn’t say how many separate claims have been filed, but the complaints say the loans amount to financial elder abuse. Borrowers are “living hand-to-mouth to hold onto their homes, fearful of what is yet to come,” the lawsuits allege. Many borrowers have low incomes, are older, or don’t have English as their native language. Rules were toughened in CaliforniaLenders said they checked whether borrowers had previous bankruptcies on file, or missed mortgage payments in the past, but based loans mostly on home equity without checking on how much income borrowers had. Lenders are now required to ask about income and make an effort to confirm that borrowers would be able to repay the loans.Lenders also are now required to talk with homeowners by phone before they sign the loan to make sure they understand the terms.But some homeowners say those protections were not in place when they decided to borrow. The newspaper interviewed Reginald Nemore, described as a disabled, 58-year-old former bus driver who took out a loan from Renovate America for solar panels and attic insulation two years ago. Nemore claims that the contractor who did the work got him to sign for the loan with a smartphone, did not explain how much he would have to repay, and promised a $7,000 government check that never materialized.“If they had let me know from Day One this is what [you are] going to get into … there is no way I would have signed,” he said.Nor did Nemore apparently understand that failing to make payments could lead to foreclosure. Income for Nemore and his wife totals $2,475 in Social Security disability a month, while payments on his PACE loan are $240 a month for 25 years.Although foreclosure is a possibility, both of the lenders named in the suits have said in the past they have never foreclosed on a borrower for non-payment of a PACE loan. Lawyers want class-action status for borrowers who took loans in a three-year period ending last month. The complaints ask that loans be canceled and that any money homeowners have paid on the loans be returned.“We can’t keep up with the number of complaints about this program,” Jennifer H. Mahendra Singh Dhoni, who also leads the Indian Premier League (IPL) team Chennai Super Kings (CSK), reached Chennai on Wednesday giving his hometown Ranchi a miss after his ICC World Cup triumph. After the World Cup win in Mumbai on April 2, Dhoni’s fans in Ranchi had been waiting with bated breathe to welcome their hero, but the skipper preferred to stay in Delhi for a couple of days with wife Sakshi before heading for Chennai for the beginning of the IPL’s fourth edition. CSK team-mate Suresh Raina was also seen accompanying Dhoni, though he did get a chance to visit his home in Ghaziabad for a day. IPL 2011 starts on Friday and the defending champions CSK play the season’s first match against Kolkata Knight Riders. August 8, 2018 Updated: 3:25 PM Authorities seek public help identifying North County Apple Store burglars Posted: August 8, 2018 KUSI Newsroom, KUSI Newsroom SAN DIEGO (KUSI) — Authorities reached out to the public Wednesday for help in identifying a group of thieves responsible for a seven-month series of grab-and-run thefts at North County Apple store locations.The burglary spree in Carlsbad and Escondido has led to injuries in several cases and is believed to be related to similar crimes throughout California, according to police. In all, the losses statewide have exceeded $750,000, officials said.While carrying out the heists, the thieves — black men who appear to be in their 20s, possibly accompanied by a woman — have generally worn hooded jackets or sweatshirts with the cowls pulled up over their heads and mostly concealing their faces.In most cases, after scooping up high-end merchandise off display tables, the crooks have bolted to a waiting getaway vehicle. On several occasions, witnesses have been hurt while trying in vain to stop the fleeing robbers, police said.Surveillance cameras in the targeted businesses have captured numerous images of the thieves.Anyone who might be able to help identify the perpetrators is asked to call San Diego County Crime Stoppers at (888) 580-8477. CHELMSFORD, MA — The Middlesex Sheriff’s Office Youth Public Safety Academy (YPSA) will be able to expand its capacity by as many as 100 cadets this summer thanks to a $23,000 grant from the Executive Office of Public Safety and Security (EOPSS), Sheriff Peter J. Koutoujian announced on Wednesday.“Nearly 1,200 youngsters have applied to YPSA this year, and the continuing success of the camp comes from our terrific partnerships with our fellow law enforcement and government agencies,” said Sheriff Koutoujian. “Thanks to the Baker Administration and EOPSS, we will be able to hire two extra counselors and purchase the additional equipment necessary to accept 100 more cadets over the course of the summer. This grant will make a real difference in the lives of these youngsters who may not otherwise be able to attend YPSA.”This marks the second consecutive year the Middlesex Sheriff’s Office (MSO) has been awarded the grant through the Commonwealth’s Law Enforcement and Youth Partnerships Summer Day Program. The initiative, administered by EOPSS, is designed to support summer recreational and educational learning opportunities with local law enforcement.“We are honored to partner with the Middlesex Sheriff’s Office to allow more young people to take part in this valuable program,” said Secretary of Public Safety and Security Thomas Turco. “Creating strong, positive relationships between law enforcement and the community is a priority for us and one that is clearly shared by Sheriff Koutoujian and his team.”YPSA is a week-long camp designed for children ages 8-12 who live in Middlesex County. Cadets spend the week with MSO staff as well as police officers and firefighters from their hometown, forming important bonds with their local law enforcement officials. Cadets also participate in classroom and practical activities designed to teach them important public safety skills including a simulated fire safety trailer offered by the Massachusetts Department of Fire Services, a challenge course held at the Boys & Girls Club of Greater Billerica, and demonstrations offered by the MSO and partner agencies.The Academy is run at the MSO Training Academy in Chelmsford, with transportation, breakfast and lunch provided for each cadet. YPSA runs for six, one-week sessions each summer. He is spending the weekend at his Mar-a-Lago resort in Florida.Reporters tweeting from the White House briefing room said they had been told to shelter in place. Police cars and ambulances swarmed to the area minutes after the incident.Disturbances outside the White House are not rare. On 23 Feb, a woman was arrested after crashing her vehicle into a security barrier near the presidential residence.And there have been repeated attempts to jump over fences around the building.
Google announced a new version of its Chromecast streaming adapter, the third generation of the company’s streaming device, which supports playback video at higher frame rates and can also stream multiroom audio.The new device goes on sale Tuesday in the U.S., Australia, Canada, Denmark, Finland, Great Britain, Japan, Netherlands, New Zealand, Norway, Singapore and Sweden. Stateside, the new Chromecast once again costs $35 — the same as its predecessor. It will sell in two versions, white and black (or “chalk” and “charcoal,” as Google calls the new colors).Aside from those color choices, the device looks very similar to the second-gen Chromecast, complete with its round, cookie-sized housing. Google did introduce some subtle design changes that include removing the Chrome logo and replacing it with a more subtle “G” icon, similar to the way the company has been branding its Pixel phone ever since the unveiling of that device line in 2016. However, there’s still a bit of mystery around some of the hardware upgrades for the new device. The aforementioned FCC filings indicated that Google equipped the device with Bluetooth capabilities as well as better Wi-Fi connectivity — neither of which Google highlighted during Tuesday’s announcement. Chan didn’t want to comment on any Bluetooth or Wi-Fi changes either.This could suggest that the company may announce further hardware capabilities at a later point. Then again, Google has also in the past at times launched hardware with capabilities that the company ultimately never used. One example: The company’s OnHub router, which it produced in partnership with TP Link, was capable of interacting with smart-home devices via the Zigbee wireless networking technology, but the company never turned on the radios to actually enable this feature. The bigger changes are on the inside: The new Chromecast is 15% faster than the previous model, which allows it to stream 1080p HD video with a rate of up to 60 frames per second (fps). “Everything becomes much smoother,” said Google Home product manager Chris Chan during a recent interview with Variety. He specifically cited the growth of 60fps content on YouTube as one of the reasons Google added the new feature.The second big feature update for Chromecast doesn’t have anything to do with video at all: Consumers who buy the third-generation device will soon be able to stream audio from music services like Spotify, YouTube Music and Pandora to their TV as well as any Chromecast-equipped speaker simultaneously, effectively turning their TV into a multiroom audio device.Previously, Google only supported multiroom audio for its Chromecast audio adapter, Google Home speakers and any speaker with Chromecast audio built-in. Chan said that the company is rolling out multiroom audio for third-generation Chromecasts later this year, and that it is looking to bring multiroom audio support to second-generation Chromecasts as well.The company is also in conversations with manufacturers of other devices, including Android TVs and TVs with Chromecast built-in about the possibility to extend multiroom audio to their products, but a spokesperson said that it had nothing to announce on that front at this time.Along with multiroom audio support for the new Chromecast, Google is also going to introduce a new feature for Chromecast audio playback. Soon, users of Chromecast-compatible audio devices will be able to have their music follow them to whatever room they are in by asking Google Assistant via their phone or any microphone-equipped speaker to “move” their audio stream to a playback device of their choice.The launch of the third-generation Chromecast wasn’t much of a surprise to anyone following the string of leaks around Google’s fall hardware lineup in recent weeks. Not only did the company tip its hand in some recent FCC filings, retailers actually started to accidentally sell the new Chromecast last week.
